This paper explores the ethical dilemmas and governance challenges inherent in utilizing big data for knowledge management within the public sector. It addresses concerns related to data privacy, algorithmic bias, transparency, and accountability when public agencies collect, analyze, and leverage vast amounts of citizen data to inform policy and improve services. The research conducts a critical analysis of existing data governance frameworks and proposes an enhanced ethical model to ensure responsible and equitable knowledge management practices in the public domain.
